WCC Aeronautical & Technological College (WCC ATC), the Philippines’ largest and fastest-growing aviation higher education institution, is set to establish its first international campus — WCC International AeroTech University (WCC IATU) — in Phnom Penh, Cambodia. This milestone is made possible through a partnership with the Overseas Cambodian Investment Corporation (OCIC), one of Cambodia’s largest business groups and a leading developer with a diverse portfolio spanning urban development, infrastructure, real estate, healthcare, education, retail, and agriculture. Notably, OCIC is the developer behind the newly inaugurated Techo International Airport,  a flagship infrastructure project under its subsidiary, Cambodia Airport Investment Co., Ltd., in joint venture with the State Secretariat of Civil Aviation (SSCA).

The agreement was signed by WCC ATC President Dr. Raymond Patrick Guico and OCIC Vice President Thierry Tea, in the presence of World Citi Group Chairwoman Dr. Arlyn Grace V. Guico and OCIC Vice Chairwoman Dr. Lim Lina. The signing ceremony took place during the Philippine–Cambodia CEO B2B Business Forum held in Phnom Penh, in conjunction with the official state visit of President Ferdinand “Bongbong” Marcos Jr., who personally witnessed the milestone alongside other top-ranking government officials.

Dr. Guico and Chairwoman Guico were among the 21 official delegates organized by the Department of Trade and Industry (DTI) — the only representatives from the education sector on this historic visit.

“This collaboration reflects our shared vision for regional growth — fostering talent and strengthening ASEAN’s aviation capacity,” said Dr. Guico. “Six months ago, I had the privilege to visit Cambodia as part of a business delegation. During this visit, and after meeting Prime Minister Hun Manet, we recognized the need for quality aviation education to support Cambodia’s vision for tourism growth and its related sectors.”

Bringing the Filipino Brand of Aviation Excellence to Cambodia

WCC ATC brings to Cambodia its Filipino brand of excellence in aviation education. Through this international expansion, WCC ATC aims to share its globally recognized standards in aviation with Cambodian students—empowering the next generation of aviation professionals.

With WCC ATC at the forefront, the collaboration combines the institution’s decades of expertise in aviation education with OCIC’s strong infrastructure development capabilities. Together, they aim to build a robust pipeline of future-ready aviation professionals equipped to meet the sector’s growing demands.
